Does a horizontal fence cost more than a vertical one?

A little, yes. It uses wider, higher-grade boards and takes more labor to keep dead straight, so it runs above a standard vertical cedar fence. The modern look is why people pay it.

Will a horizontal wood fence sag over time?

Not when it is built for it. Posts set close and in concrete, plus a mid-rail on longer runs, keep the boards dead level. Sag comes from cut corners on posts and spacing.
