Yes for most dogs; the welded-wire mesh is too tight to climb or slip through. Diggers still need a buried edge or a bottom rail close to the ground, which we can add.

Will hog wire rust?

We use galvanized welded-wire panels, so it holds up to our rain for years. The wood frame is the part that wants the usual cedar upkeep.
